I think this bug is invalid.
When create a flavor, you could choose witch project could access to it, if non is choose it means that it is public

  Unable to set a new flavor to be public

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When creating a new flavor there's no option to set whether it is
  public or not.

  This is with the RDO Icehouse packages:

  openstack-dashboard-2014.1-1.el6.noarch
