This is a known issue. QueuePool limit or amount of api workerd should
be increased to allow more load.

Title:
  ICE-HOUSE-GA:Unable to create scalable number of objects (i.e.
  networks,subnets,routers).

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  while doing create operations for neutron objects to reach scalable
  numbers says 4K network with 8k subnet, most frequently observed
  internal server error.

  log says:ERROR neutron.openstack.common.rpc.amqp [req-
  9d777201-1234-4fa8-8612-cca575b059ca None] Exception during message
  handling

  Setup:OSC/200 CN's

  Server Config:32GB RAM/32 CPU/UBUNTU 12.04 LTS Server.
