  unplug_vifs never called on migrate

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  After an instance is migrated to a new compute node unplug_vifs was
  never called on the original compute node. This was already fixed once
  6b6633 but seemed to have some how regressed.
