Opinion
Bug description:
1. Booting multiple instances at once (using "--num-instaces" option) and amount exceeds quota.
2. Only allowed amount is created
Actual Result:
some instances failed to create due to quota limits, but no actual message to inform users
Expected Result
A. Error message describing the amount of instances that failed to create
or
B. All instances should fail with appropriate message
More Info:
Using Horizon, the entire operation failes before creating any instances with error message:
"The requested 6 instances cannot be launched as you only have 4 of your quota available."
