  Remove Expired tokens upon token create

Status in OpenStack Identity (Keystone):
  Won't Fix

Bug description:
  Unless the deployer schedules an external job, the expired tokens are
  never removed from the token table.  For simple deployments, Keystone
  needs a way to automatically clean up the token table.
