  document expected behavior when setting poll config option to 0

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  We have a whole bunch of config options that control periodic tasks
  that can be turned off when setting the option to 0 or -1. We should
  document in  the config option help messages what the expected
  behavior when setting these options to < 1.
