  keystone installation from source docs are missing "python setup.py
  install" step

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  I'm following along the instructions in
  http://docs.openstack.org/developer/keystone/installing.html
  #installing-from-source . The documentation says that a "sudo pip
  install -r requirements.txt" should result in keystone, keystone-
  manage, and keystone-all being installed.

  In face, only keystone is installed.

  To install keystone-manage and keystone-all, you need to run "python
  setup.py install"
