  Move keystone's tests to use in-memory SQLite

Status in OpenStack Identity (Keystone):

Bug description:
  Nova moved to using an in-memory SQLite db for test cases that can
  support it. We should look at doing the same so that there isn't a
  need to specify a special "directory" to get reasonable performance on
  testing.
