  hyperv unit test agent failure

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The hyperv unit appear to not properly mock all cases of report_state
  calls so an occasional exception will be thrown on an unrelated
  patch.[1]
