Title:
  NVSD neutron plugin agent does not update security groups on new port
  creation.

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  When a new port gets created, the security groups are not updated as
  port_update event doesn't get received at agent side. So the vms could
  not ping each other.
