  intermittent failure in unit test job startup

Status in OpenStack Neutron (virtual network service):
  New

Bug description:
  In some cases the python 27 jobs fails at startup with the following message:
  "import errors@xxxxxxxxxxxxxxxxxxx.services.loadbalancer.drivers.netscaler.test_netscaler_driver"

  This caused a few failures in upstream checks, although it's not
  immediate to say which ones hit the gate as both check and gate queues
  seem to be running 'gate-neutron-python27'
