  Updation of IPSEC Policy after the site creation fails

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  Create a site to site connection . 
  Now try to update any parameter of the IPSECPolicy .
  Error will be thrown:
  {u'NeutronError': {u'message': u'IPSECPolicy $Id still in use', u'type': u'IKEPolicyInUse', u'detail': u''}}
