  Unable to delete Stacks created with Failed status

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When I tried to Launch Stack , it shows status as failed. Now If I try
  to delete that stack , it gives ValueError at /project/stacks/.
