I tried to reproduce this bug and I don't see this error. I have not
created any image on my own but still I see a few in my devstack insall
( master).

So I am marking this as Invalid!

  Testing step:
  1:login as admin
  2:go to project/instance/launch instance
  3:No image available whether what flavor is choosed
