Status in OpenStack Compute (Nova):
  Opinion

Bug description:
  In nova DB there might have the same IP address entries.
  floating_ip_get_by_address() should only return a valid ip that
  "deleted" is False. Otherwise, the client will use the invalid IP
  information to perform actions.
