Title:
ovs_neutron_plugin doesn't implement multiple RPC workers

Status in OpenStack Neutron (virtual network service):

Bug description:
ovs_neutron_plugin doesn't implement multiple RPC workers, only ML2
  supports multiple RPC workers.

  Version - Icehouse with RHEL7

  openstack-nova-cert-2014.1-7.el7ost.noarch
  openstack-neutron-openvswitch-2014.1-35.el7ost.noarch
  openstack-nova-compute-2014.1-7.el7ost.noarch
  openstack-neutron-2014.1-35.el7ost.noarch
  openstack-neutron-ml2-2014.1-35.el7ost.noarch

  1. Set Multiple RPC/API within neutron.conf file to 8 (the amount of cores of the bare metal host)
  2. run: "openstack service restart.
  3. In deployment with ML2 plugin all 17 processes are spawn.
  4. In deployment with Openwswith plugin only 9 processes of API are spawn.
