Title:
  Delegate lbaas vip port creation to plugin driver

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  To support different insertion modes and connectivity options we need
  to delegate port creation to plugin driver which knows how to wire VIP
  into tenant network(s)

  Another reason to do so is that each pool may have several VIPs in theory. 
  In some cases VIPs could share a port.
