  Redundant validation for rebuild

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The body validation is redundant for rebuild, should remove the redundant KeyError for 'rebuild'.
   In fact that this extension is registered as WSGI action implies that the body must contain a key with the same name as action.
