  Metadata workers has a bad default for production

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The Neutron metadata agent supports multiple workers to increase
  scalability. By default we create a single worker, and the various
  deployment tools (Should) increase to 4/8/16/x. Any number other than
  1 would be a better default.
