  Big Switch unit test unnecessary magic mock

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The Big Switch unit tests use Magic Mocks to stop external calls (e.g.
  HTTP and RPC). This is a waste of memory most of the time since no
  assertions are made on the Mocks.
