  VPNaaS Cisco REST client enhance CSR create

  Fix Released

Bug description:
  Currently, int he Cisco CSR REST client, the CSR instances are created
  using numerous parameters. This enhancement is to take a dict with the
  configuration information, so that additional settings can be provided
  in the future.
