  Big Switch Unit test failures with testtools

Bug description:
  The big switch unit tests fail when being run in debug mode with the
  ./run_tests.sh script [1].

  This was caused by the following commit which delayed a DB import until function call time. 1997cc97f14b95251ad568820160405e34a39801
