  Some plugin ini files are not included in setup.cfg and are not
  installed via 'setup.py install'

Bug description:
  setup.cfg doesn't include the data_files entries to get the etc/neutron/plugins/nuage/nuage_plugin.ini
  configuration file installed into system's /etc

  Also the neutron.core_plugins entry for nuage is missing.
