  PLUMgrid Plugin DHCP and gateway IP conflict

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  In PLUMgrid Plugin, DHCP server IP is reserved as the first IP in the
  CIDR. This is a bad assumption as it conflicts with someone who would
  like to set it as gateway IP. This should be fixed.
