  [Trove] Provide a way for users to specify a NIC during Database
  Instance Create

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When neutron is enabled instead of nova network, the user needs to
  have the ability to set the NIC as an input parameter when creating an
  new Database (Trove) instance.

  Without this, the instance that comes up will not have access to any
  networks, and the user will not be able to connect to it.
