  Do not render port template if device has no port

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  If we have no any port for router, when we hover the router, it will
  left the text "Interfaces", it's not very well for UI,so we can hide
  the text "Interfaces"(do not render the port table)while no port.
