  inconsistent form field help

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Right now, we use bootstrap tooltips for some input fields.  For
  example if you go to the 'Create an Image' modal and press on the
  'Image Location' text box, a black tooltip reading ' An external
  (HTTP) URL to load the image from.  ' pops up.

  However, the current implementation does not allow for tooltips on
  dropdown menus or checkboxes.  We should have a help text solution for
  all html form elements.
