Title:
  notification will be emitted if deleting a non-exist floatingip

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  If  I try to delete a non-exist floatingip, neutron will generate a
  "delete.start" notification, unlike others nova's deleting API ,this
  is unreasonable, and the notification will be capture by ceilometer
  and effect the metric in ceilometer.
