We'll need to remove the options from DevStack too, we don't want people
to freak out if they still use old localrc!

Bug description:
  This bug will track the removal of the Open vSwitch and Linuxbridge
  plugins from the Neutron source tree. These were deprecated in
  Icehouse and will be removed before Juno releases.
