Title:
  Status of created VPNService remains "PENDING_CREATE" for infinite
  long.

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  I have created a vpn service using neutron client using following
  command:

  neutron vpn-service-create <router_id> <subnet_id>

  service is created successfully, but status is being shown
  "PENDING_CREATE"  long lasting.

  When creating connection using following commnad -

  "neutron ipsec-site-connection-create --name vpnconnection1
  --vpnservice-id <id> --ikepolicy-id <id> --ipsecpolicy-id <id> --peer-
  address 10.2.0.1 --peer-id 10.2.0.1 --peer-cidr 10.2.0.0/24 --psk
  secret"

  Then status of vpn-service gets "ACTIVE".

  When I deleted ipsec-site-connection then status of vpn-service is
  still "ACTIVE".

  I think it is a bug. as if it were a specification then after deleting
  of ipsec-site-connection status will have been changed to
  "PENDING_CREATE"
