  restorecon blows up when selinux is disabled

Status in Init scripts for use on cloud images:

Status in “cloud-init” package in Fedora:
  Unknown

Bug description:
  When selinux is completely disabled functions like restorecon raise
  exceptions, causing nasty things to happen on instances where
  libselinux-python is installed but the kernel booted with selinux=0.
  The fix is easy:  simply consult is_selinux_enabled() first.
