  The DB API needs to check for the right project etc.

  Invalid

Bug description:
  This is needed for https://review.openstack.org/#/c/30028/

  Currently the DB API returns all the instance groups to anyone without
  restricting it to the current project id context (or admin context).
  For example in def instance_group_get(context, group_uuid), we need to
  check for admin context and have a project_only flag.
