Bug description:
  I was deploying dashboard in an environment where novaclient was being
  invoked as the user "www-data" (i.e. from the web server running the
  system), and the default UUID_CACHE_DIR was in play. When dashboard
  attempted to fire up, an exception was thrown because that directory
  wasn't writable to the owning process.

  Change https://review.openstack.org/#change,4190 introduced an
  environment variable override, but that can be immensely akward for a
  system process. I'd like to suggest that the cache in nova client be
  disabled (with relevant WARN logging messages) if the directory that
  it's trying to write to is unavailable for whatever reason.
