Title:
test_static_translated_string_is_Message fails when building in Wheezy
  (with backports)

Status in OpenStack Identity (Keystone):
  Invalid
Status in Keystone icehouse series:
  Invalid

Bug description:
When building in Wheezy (with some backports I maintain), I had the
below unit test error. Note that this bug might be a duplicate of
#1241030, though I'm not sure, so I'm filling 2 separate bugs. This is
the only unit test which fails in Keystone Havana RC3, so it'd be
really nice to see it fixed.
