  VPNAAS: Ipsec_site_connection status  going in PENDING_CREATE

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  Create a site to site connection:
  On checking the status of 'ipsec_site_connection': on both the side one site its show down and on other side it show PENDING_CREATE
  Frequency of occurrence in the ice ga release has decreased , observed similar issue in ice house 2 release also.
  Occurrence : Rarely

  Release: 1:2.3.4-0ubuntu1~cloud0
