  missing PROXY section in metaplugin.ini

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  A PROXY section is registered in last line of neutron/neutron/plugins/metaplugin/common/config.py
  The code is cfg.CONF.register_opts(proxy_plugin_opts, "PROXY")

  There should be a proxy section added in
  neutron/etc/neutron/plugins/metaplugin/metaplugin.ini
