Bug description:
  A datastore can be in maintenance mode. The driver does not ignore it
  both in stats update and while spawing instances.

  During stats update, a wrong stats update is returned if a datastore
  is in maintenance mode.

  Also during spawing, if a datastore in maintenance mode gets choosen,
  since it had the largest disk space, the spawn would fail.

  The driver should ignore datastore in maintenance mode
