both cinder-manage and glance-manage no longer support this parameter.
Closing as wont-fix

  Won't Fix

Bug description:
  Command nova-manage is missing --sql_connection parameter as
  (cinder|glance)-manage has. This is useful when you need to "db sync",
  but you don't want to modify config file.
