Confirmed that "nova net-create" & "neutron net-create" create network
successfully when nova-network & neutron is enabled respectively.

Bug description:
  When I create network using -

  #nova net-create  Test-net 10.0.0.0/8

  follwing error is received -

  But if one can not create a network using cli "nova net-create" as of
  above reported bug then what is the significance of having this CLI.
