Pawal is correct, if the hypervisor is reporting 'active' then nova
thinks it is active.

  A VM fails to boot, yet the status is shown as Active and Running

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  While running tempest test test_neutron_basic_ops(), I noticed that
  the test was failing. Upon further triaging the issue I noticed that
  the root cause of the problem is that VM fails to boot (the message on
  VM's console says something like kernel is not compatible with the
  CPU). However, the status of the VM is reported as active and running.

  Even Horizon shows the VM as active and in running state where as the
  VM is not booted.

  This status is incorrect. It should be fixed to report correct status.
