  Oslo migrate.py does not have functionality to compute path to
  `migrate_repo`s

Status in OpenStack Identity (Keystone):
  Incomplete
Status in Oslo Database library:
  Triaged

Bug description:
  Oslo migrate.py does not have functionality corresponding to
  `keystone.common.sql.migration.find_migrate_repo`, for example.
  Synchronization is impossible without this functionality  because the
  functionality is required.
