  Conductor manager imports compute api

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  There is work to move calls to conductor into the compute api.  This
  creates a circular dependency which must be worked around.  Ideally
  the conductor would not need to call into the compute api, so we
  should fix the three calls that occur.
