  remove ovs dependency in embrane plugin

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The OVS core plugin will be removed in Juno 2 but the embrane plugin code is still using it and will stop working.
  This bug tracks changing the dependency to ML2
