  Networks do not get scheduled to DHCP agents using Cisco N1KV plugin

  Fix Released

Bug description:
  With the config option 'network_auto_schedule = False' set in
  neutron.conf, it is observed that neutron networks do not get
  scheduled to available DHCP agents.
