  Use oslo.db create_engine instead of SQLAlchemy

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  oslo.db may set additional options to engines that we may be interested in.
  This will also ease the switch to mysql-connector if that gets approved.
