  Remove tables that store the mapping between neutron and Nuage VSD

Bug description:
  Nuage plugin stores a mapping of neutron and VSD id's for every neutron resource.
  This bug is to remove the mapping to avoid storing redundant data and also avoid the 
  upgrade and out of sync issues.
