  tabs are no longer "sticky"

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  I was in the Volume Snapshots tab of the Project Volumes panel, then I
  refreshed the browser. The Volumes tab became the active tab, instead
  of the Volume Snapshots tab which was the active tab before the
  refresh action. I also tried the Project Access & Security panel. I
  was in the API Access tab. As soon as I refreshed the browser, the
  Security Groups tab became active.

  Note: This behavior happens after the merge of the Bootstrap changes
  (https://review.openstack.org/107042).
