  [Bootstrap] instance details Log and Console blank

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Bootstrap 3 Merging https://review.openstack.org/#/c/107042/ results
  in:

  Instance Details Log and Console tab being blank... if you click on
  Instance Name (to view details) and then click on each tab.

  However, if you click on the Instance's More Action button and click
  Console or View Log, it seems to render perfectly...
