  SVG pie charts not center on IE browsers

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Using Internet Explorer 10, 9, 8, 7 and Icehouse release openstack-
  dashboard-2014.1.1-1

  The pie charts on the main page in Horizon are not centered. This pie
  charts are made using SVG and (in my opinion) IE has not "good
  feeling" with these pie charts and this browser does not center them
  with the pie chart info.
