Bug description:
a minor, but confusing issue here - first noticed in quantum, and
still present as of Havana3 bits: when a router is attached to an
external network, by setting a gateway, a router port springs into
existence. if the same admin user that added the gateway goes to the
router screen, checkmarks the newly-created port, and then attempts to
delete the port, the UI complains that the user lacks "permission" to
delete the port (see attached picture).
while simple to work around (by doing a "Clear Gateway" operation -
which removes the port), it is confusing to the admin user, who may
suspect some problem in the roles or config exists.
